plus three career Chief Officers. Eagan changed from an all-volunteer fire department to one
staffed with all career staff in five years.
Involved in two State of Minnesota Fire Marshal grants exploring consolidation or fire districts.
Created a long-term vision and plan for capital projects including an apparatus replacement plan
through a dedicated levy and a plan to “right size” fire buildings from six to three over a seven-year
window.
Served as project manager on two new fire stations totaling over $14 million dollars and three
remodel projects of existing fire stations.
Implemented a plan to respond to EMS calls along with the private ambulance service that served
Eagan to help free Eagan Police Officers up to respond to police related calls.
Eagan has a population of 67,500 citizens with an additional 36,000 population that work in Eagan
every day.
Found innovative ways to market the Eagan Fire Department including a monthly cable TV show,
media interviews, and numerous promotional videos showcasing Eagan Fires innovations in
equipment (JK8 Fire Jeep, GearGrid, Rosenbauer helmets, Waterous pumps, Snozzle truck
receiving worldwide attention)
Working with community partners on donations for equipment including a $50,000 Fire Safety
Trailer, Kitchen Fire Prevention trailer, Jeep brush truck, UTV vehicle for off-road response, over
100 fire helmets donated, restoration of our antique fire engine and a hybrid fire response pick-up.
One of four Fire Chief’s that were project managers for a $2 million-dollar, multi-city fire training
facility built in Burnsville in 2014.

Project Coordinator for an $11 million jail expansion project including new intake area, holding cells,
medical area and transport office offices. In addition to the expansion, we oversaw several large
jail remodel projects.
Received fit for duty award 2002, 2003, 2004 and 2005. Only achieved by 5% of departments.
Led the Dakota County Jail for three years as Detention Services Jail Administrator Commander.
Manage the Jail budget of $8.3 million, supervised 120 employees from diverse areas, responsible
for the oversight of 235-bed jail. Instituted many changes within the jail to increase efficiency and

Below are some of my recommendations on what I could offer if selected to provide services
to Otsego as your Interim Fire Department Administrator. This is based on visiting with you,
conducting an on-site visit and reviewing available documents related to the Otsego Fire &
Emergency Services Department.
I served as Eagan’s first career fire chief for 15 years and as interim fire chiefs for Shakopee
and St Louis Park. I have been working in public safety since 1983. This includes 20 years’
experience in law enforcement, an EMT, and as paid-on-call firefighter.
I would envision that initially most of my time would be on-site at Otsego. Some future tasks
could potentially be done from my home office, but many things will require me to be on site.
My work hours initially may be close to 40 hours a week with the intent to bring these down
as we progress with the outlined tasks below.
In the Interim role for Otsego, I would:
•Evaluate the current plan created by Emergency Services Director Daryl Rausch to
ensure we have a realistic plan for a solid foundation for the start-up of operations for
the Otsego Fire Department.
o This would include some assistance from Citygate Associates as needed and
approved by you.
o Review of the current estimated budget for 2027
o Review of the planned staffing model
o Review of the planned equipment and apparatus
•Serve as the city’s liaison for the fire station construction project.
o While serving as the Eagan Fire Chief I oversaw the construction of two new
fire stations and several large remodel projects. I know you are at a critical
stage in construction to have a city representative engaged in this important
project.
• Operational Implementation Plan Preparation: With the goal of going live in January
2027 being only 15 months away, there are many crucial things that need to be
planned and implemented.
o Oversite for the remaining fire apparatus orders.
o Planning, specifying and ordering needed loose equipment on apparatus and
in the station that will be essential for department operations.
o Develop a recruitment and training plan for future part-time and full-time
staff.
o Research and create operating policies and procedures.
o Create a minimum shift coverage plan.
• Provide oversite for the current Community Risk Reduction staff.
o Evaluate their current work assignments and roles.
o Make recommendations for the future.
• Meet with our emergency services partners to ensure we have a positive working
relationship now and for the future.
o We need to have a positive working relationship with our three contract fire
departments. Their partnerships will be needed will beyond the end of contract
services.
o Meet with our EMS providers on a regular basis.
o Meet with our Sheriff partners on a regular basis.
o Attend regional fire association meetings to establish working relationships
with regional partners.
• Assist with the recruitment and selection of your future Fire Chief
o I assisted with the recruitment and hiring process for both the Shakopee and
St. Louis Park Fire Chiefs. I know the current market and potential candidates. I
can help select the right candidate for a start-up department.

At your request, Citygate Associates , LLC (Citygate) can assist your Interim Fire Administrator
in an implementation plan to establish the City of Otsego’s (City) new fire services. In this effort,
we will:
Provide expert advice
Review costs and budgeting
Review personnel additions

Provide ad hoc coaching and virtual meeting briefings
Our work components would consist of tasks as directed by City staff and each task request would
result in a cost estimate. We therefore would conduct the work at our time and materials rates. To
control expense, we are not including any on-site travel. While we have editing staff for document
production, using those skills is not envisioned to prepare formal Council or public documents.
Citygate bills monthly for services rendered in the prior month and provides a status report with
the invoice regarding work completed in the prior month and work expected in the upcoming
month.

PROPOSAL COST
Our charges are based on actual time spent by our consultants at their established billing rates, plus
reimbursable expenses incurred in conjunction with travel, printing, clerical, and support services
related to the engagement. We will undertake this study for a “not-to-exceed” total cost of
$30,000.
This cost proposal reflects our best effort to be responsive to the City’s needs for assistance at a
reasonable cost. If our proposed scope of work and/or costs are not in alignment with City’s needs
or expectations, we are open to discussing modification of our proposed scope of work and
associated costs.

days plus two percent (2%) for day thirty-one (31) and two percent (2%) per month thereafter. Our
practice is to send both our monthly status report and invoice electronically. If we are selected for
this project, we will request the email for the appropriate recipients of the electronic documents.
Hard copies of these documents will be provided only upon request. We prefer to receive payment
through ACH Transfer, if available.

Our Project Team includes the following experienced consultants.
Chief Stewart Gary, MPA, Public Safety Principal, Project Manager
Chief Gary is the Public Safety Principal for Citygate Associates and is the
retired Fire Chief of the Livermore-Pleasanton Fire Department in Alameda
County, California. For over 14 years, he was a lead instructor, program
content developer, and is now a consultant for the Standards of Coverage
process. For many years, he annually taught a 40-hour course on this systems-
based approach for fire deployment at the California Fire Academy, and he
teaches and consults across the United States and Canada on the Standards of
Coverage process. With Citygate since 2001, he has performed more than 500
organizational and deployment studies for departments as varied as
Minneapolis, Minnesota; San Diego, California; San Diego County; the Sacramento Metropolitan
Fire District; and Los Angeles County. He directed every project described in this proposal.
Chief Gary has both a bachelor’s and master’s degree in Public Administration from San Diego
State University, with an associate’s degree in fire science from Miramar Community College in
San Diego and a certificate in fire protection administration from San Diego State.
Chief John Vance, Senior Fire and EMS Specialist
Chief John Vance has spent nearly 35 years in the fire service and has served
as chief of two departments for over 22 years collectively. After beginning as
a fire explorer for the Plymouth, MN Fire Department, Chief Vance began his
full-time fire service career at the Notre Dame Fire Department; served as a
paid-on-call firefighter for fire departments in Indiana and Michigan; worked
for the Public Information Officer of the City of Thousand Oaks, CA; and
was a broadcaster for 15 years. He served as Co -Chair of the Michigan Fire
School at Notre Dame and is a knowledgeable fire service instructor.
Chief Vance holds a bachelor’s degree in Fire Service Management from Southern Illinois
University, a Certificate in Executive Leadership from the University of Notre Dame, and is an
accredited Chief Officer by the Center for Public Safety Excellence.

Mathew Rush, MA, Senior Fire and EMS Specialist
Mathew Rush served three decades with the Austin Fire Department. He is an
innovative and accomplished public safety professional with experience
spanning a wide range of disciplines including strategic planning, program
development, and exercise execution with demonstrated leadership skills in
crew resource management, analytics, and critical thinking. Over the course
of his career, he implemented numerous policy, operational, and equipment
programs for the department and championed multiple cross-disciplinary
public safety initiatives through direct involvement and advocacy with the
Austin City Council, mayor’s office, and the Public Safety Commission. At
the time of his retirement, Mr. Rush had contributed subject matter expertise across a 12-discipline
response model, annual budget and grant procurement allocation, and training curriculum planning
and implementation for the AFD Special Operations Division.
Mr. Rush was the architect of the AFD role within the Department of Homeland Security Fusion
Center network and the FBI Joint Terrorism Task Force (JTTF). He served as the fire service
liaison to the DHS primary and recognized fusion centers and was chosen to lead the department’s
inter-service collaboration with other local, state, and federal homeland security agencies. Mr.
Rush was a principal creator in the formation of the Fire Ground Officer Course, a program focused
on team development, engagement, critical thinking, and leadership skills. He also pioneered the
creation of the Active Threat Workgroup, a multidisciplinary public safety agency workgroup
dedicated to preparing agencies and city government officials to resolve incidents involving
complex coordinated threats.
Mr. Rush is a member of the International Association of Fire Chiefs Terrorism and Homeland
Security Committee, holds a master’s degree in security studies from the United States Naval
Postgraduate School, and is a two-time recipient of the AFD Medal of Valor.

Mr. Jackson is Citygate’s President and has approximately 20 years of
experience in local government consulting. Having previously served as

City of Lino Lakes, MN – Operational Study of the Public Safety Department
Citygate is currently performing an operational and physical asset study of the Public Safety
Department of Lino Lakes, MN, including options for a staffing plan to meet the community’s
needs and expectations for fire and police services, as well as providing estimated costs. Citygate
will determine whether there are more effective, efficient, and improved deployment models for
service delivery, consistent with state and national best practices. Citygate’s comprehensive review
of the Department will include analysis of organizational structure, operational functions, staffing
and service levels, and Department performance to ensure the City’s current and future needs are
met. To empower the Department to serve the community and reach the City’s goals and
objectives, Citygate’s study will also identify barriers to achieving desired service levels .
City of Shakopee, MN – Fire Department Services Evaluation
Citygate performed a Fire Department Services Evaluation of more effective, efficient, and
improved deployment models for service delivery in the City of Shakopee. The study included
analysis and recommendations for the future improvement of services to the community , with the
goal of providing the best possible level of service while maintaining a fiscally responsible
Department. Citygate reviewed the Department’s annual budgets and projected capital outlays and
compared them with the community’s expected service demands to assist Department and City
leadership in long-term financial forecasting.
South Metro Fire Department, MN – Standards of Coverage Study and Organizational Review
Citygate recently performed a standards of coverage study and organizational review for the South
Metro Fire Department of the cities of West St. Paul and South St. Paul, MN. Citygate conducted a
thorough review and analysis of services, staffing, apparatus, and facility options for the Department.
Our work included a comprehensive Standards of Coverage document analyzing resource deployment
to determine whether the Department is properly deployed to meet its community’s risks and
expectations; and a comprehensive review of organizational hierarchy, distribution of workload, and
management practices weighed against contemporary organizational principles and business
processes. A review of fire station locations and relevant recommendations was also included, in which
Citygate analyzed the Department’s current two-station response model to determine its effectiveness
in providing present and future services—with comparative response model options analyzed in
parallel. In delivering a report that provided the Department with a template for future analysis,
Citygate’s study also examined the effectiveness of inter-jurisdictional response to evaluate the
benefits of the emergency services provided by the Department and its partners.

City of Minnetonka, MN – Comprehensive Operations and Staffing Assessment for the Police
Department
Citygate performed a comprehensive operations and staffing assessment of the Police Department
for the City of Minnetonka, Minnesota. This analysis of the law enforcement services delivery
system featured a review of Department functions, organizational structure, operational functions,
staffing and service levels, and Department efficiencies to ensure current and future needs are met
through efficient and effective operations. This study was coordinated with Citygate’s concurrent
fire services study.

Citygate conducted an operational and physical asset study for the City of Minnetonka, Minnesota
Fire Department. This study entailed a thorough review and analysis of services, staffing,
apparatus, and facility options for the Department, including a comprehensive Standards of
Coverage document analyzing resource deployment to determine whether the Department is
properly deployed to meet the risks and expectations of its community. This assessment also
included a staffing plan to meet the needs identified in the SOC analysis, a long-term apparatus
plan, and a review of fire station locations with recommendations. The staffing analysis identified
strengths and weaknesses, if any, of the current staffing plan.
City of Hastings, MN – Fire Department Services Evaluation
Citygate performed a fire department services evaluation for the City of Hastings, Minnesota, Fire
Department. This assessment established recommended minimum requirements relative to the
organization and deployment of fire suppression operations, emergency medical operations, and
special operations for the Department to consider and provided a template for future analysis and
long-term financial planning.
City of Inver Grove Heights, MN – Fire Department Services Evaluation
Citygate performed a fire department services evaluation for the City of Inver Grove Heights,
Minnesota. The core methodology used by Citygate for this deployment analysis was the Standards
of Coverage systems approach to fire department deployment. This included a community risk
assessment and analyses of distribution, concentration, and reliability and historical response
effectiveness.
City of Lakeville, MN – Fire Department Service Evaluation
Citygate completed a fire department services evaluation for the City of Lakeville, Minnesota.
This evaluation took place across two phases. The first phase utilized the Standards of Coverage
assessment process to establish recommended minimum requirements relative to the organization
and deployment of fire suppression operations, emergency medical operations, and special

operations for consideration by the Department, as well as created a template for future analysis.
The second phase included a comprehensive performance analysis with the identification of
capacity levels and constraints of Department staffing services bas ed on the data analysis resulting
from the first phase.

historical fire service system performance, and the provision of fire and EMS response
performance goals.
