0-Council Memo (9-15-2025) TO: Mayor and Councilmembers FROM: Adam Flaherty, City Administrator/Finance Director Sabrina Hille, Assistant City Administrator/Human Resources DATE: September 15, 2025 SUBJECT: Fire & Emergency Services Department – Interim Staffing __________________________________________________________________________________________________ On Monday, City Council and staff will continue the conversation of transition planning for the Fire & Emergency Services Department. A brief outline has been developed below to give some background information and to provide structure for the meeting. Emergency Services Director With guidance from his medical team, Emergency Services Director Rausch retired from the City in August to address personal matters and to focus on his health and recovery. Interim Position During an August 11 special meeting of the City Council, staff was tasked to provide additional information on an Interim staffing resource. Over the next few weeks, City staff were engaged in conversations with peers, consultants, fire service professionals, and more to identify people and resources to fill the interim position. Staff also developed goals and objectives for the interim position to ensure that planning and development continue with the goal of the Fire and Emergency Services Department being operational in 2027. At a September 8 special meeting of the City Council, staff presented an outline of goals and objectives for the interim position and offered a recommendation for a candidate to be considered for this position. The City Council scheduled this meeting to meet the candidate. Interim Candidate Mr. Michael Scott will be present at this meeting to introduce himself to the City Council, outline his past work experience and his qualifications that make him the recommended candidate for this position. Mr. Scott will update the City Council on the legwork he has conducted thus far to learn about the City and review his approach to moving the City forward with development of the department.
