implementation of Martin Farms Lift Station Improvements project.

BACKGROUND/JUSTIFICATION:
The Sanitary Sewer Utility Capital Improvement Plan includes funding in 2025 and 2026 for the Martin Farms Lift Station
(No. 4) improvements. In operation since 2004, this facility collects and conveys wastewater from the surrounding area
to the West Wastewater Treatment Facility, enabling significant development in its service area. It houses the City’s three
largest submersible pumps—each rated at 60 horsepower—with a design capacity of 889,350 gallons per day. Current
flows average 250,000 gallons per day, and the pumps are sized to meet ultimate system capacity.
Plans and specifications have been prepared for constructing a prefabricated electrical structure to replace the existing
control panel and internal components, add an onsite emergency generator, and provide power and controls for a future
drinking water well, which will also be connected to the generator.
These improvements will enhance reliability for a critical piece of City infrastructure. The timing aligns with the control
panel’s age, condition, and outdated technology. Pump motor starters will be upgraded to variable frequency drives,
improving energy efficiency and allowing controlled flow to the West WWTF, which will benefit treatment operations.
The prefabricated building approach will allow for efficient, non-intrusive installation, maintain aesthetics, and improve
security.
If approved, the project will be advertised from August 26 to September 16, with bids opened on September 16. The City
Council is expected to consider awarding the contract to the lowest responsible bidder at its September 22 meeting.
Substantial completion is scheduled for October 30, 2026.
The engineer’s estimate for the bid package is $958,000, which exceeds the funding identified within the current Capital
Improvement Plan (CIP). During project design, it was determined that additional electrical components should be
housed within the prefabricated building to accommodate future development of a municipal well just adjacent to this
lift station that will provide water supply to the South Central WTP. With this construction work not commencing until
2026, City staff will work with AE2S to properly account for the construction costs in the 2026 CIP for both the water
utility costs and the sanitary sewer costs.
The Public Works Subcommittee, at their meeting on August 20, 2025, reviewed and recommended the advertisement
for consideration by the City Council.

REINFORCING STEEL

2. REINFORCING STEEL SHALL NOT BE WELDED.
3. ALL REINFORCING STEEL SHALL BE SUPPORTED ON STANDARD ACCESSORIES,
HELD RIGIDLY AND ACCURATELY IN PLACE, AND PROTECTED AGAINST
DISPLACEMENT BEFORE AND DURING PLACEMENT OF CONCRETE. SUPPORTING

4. DOWELS AND OTHER MISCELLANEOUS STEEL EMBEDDED ITEMS SHALL BE
