AGENDA ITEM DETAILS RECOMMENDATION: City Staff is recommending that the Council approve Change Order Proposals 005R1, 008, 009, and 012 from Market & Johnson for the Wellhouse No. 4 Water Treatment Plant (WTP) project. No No BACKGROUND/JUSTIFICATION: The following table summarizes the change orders being submitted for Council consideration related to the Wellhouse No. 4 Water Treatment Plant (WTP). Due to the time-sensitive nature of COR 009, it is being forwarded for immediate action by the full Council. Additional details on each change order are provided below. COR # Description Amount COR 005R1 Switching chemical feed pumps from peristaltic to diaphragm -$4,802.27 COR 008 Changing two valves from electric to manual operation -$5,086.14 COR 009 Constructability adjustment to top of backwash tank interior walls $41,262.85 COR 012 Add grout to slope backwash tank floor toward sump and waste pump -$917.68 COR 005R1 The City directed a change from peristaltic-style to diaphragm-style chemical feed pumps to maintain consistency across other City facilities. This proposal reflects a deduction of $4,802.27 to the construction contract due to the lower cost of the diaphragm pumps. COR 008 Based on revised process piping recommendations from the filter manufacturer that was the winning equipment bidder, the automated control of two valves is no longer necessary. As a result, these valves will be converted to manual operation. This proposal reflects a deduction of $5,086.14 to the construction contract due to the lower cost of manual valves. COR 009 During construction, the Contractor and the Engineer’s RPR (Resident Project Representative) observed that the bottom of the backwash tank had been constructed flat, without a slope toward the sump and waste pump. Upon review, the Engineer confirmed that the sloped floor—typically required by the Minnesota Department of Health (MDH) for solids removal and drainage—had been unintentionally omitted from the bidding documents and was also not flagged during MDH plan approval. Sloping the tank floor is a standard industry practice recommended by the American Water Works Association (AWWA) to improve drainage, enhance solids removal, and reduce long-term maintenance. To provide proper functionality and avoid costly potential future retrofits, the Engineer recommends incorporating the sloped floor at this stage. Because the work is most efficiently completed before the tank’s top slab is poured, this change is considered to be on the project’s critical path and is being submitted for immediate Council consideration. This proposal includes all labor and materials associated with the sloping modification and reflects an increase of $41,262.85, along with a 7-day extension to the construction contract. COR 012 The Contractor requested removal of the waterstop along the top of the backwash tank interior walls to improve constructability. After review, the Engineer deemed the removal of the waterstop at this location to be acceptable because the joint is above the high-water elevation of the tank’s operations. This proposal reflects a deduction of $917.68 for the labor savings associated with omitting the waterstop installation. Material costs are excluded, as the waterstop had already been purchased and cannot be returned. The proposed net increase in project cost for these change orders is $30,456.76 and a 7-day extension to the construction contract. This amount represents a 0.45% increase over the bid cost and would bring the total change order net increase to 1.23% for the project.
