SPECIAL OTSEGO CITY COUNCIL MEETING
MONDAY, APRIL 12, 2023
5:00 PM
OTSEGO CITY HALL – LILY POND ROOM
Call to Order:
Mayor Stockamp called the meeting to order at 5:05 PM.
Roll Call:
Mayor Jessica Stockamp and Councilmembers: Brittany Moores, Tina Goede, Jeff Dahl, and
Ryan Dunlap. City Staff: City Administrator/Finance Director Adam Flaherty and Assistant City
Administrator/Human Resources Sabrina Hille.
1.Interviews for Emergency Services Director:
Assistant City Administrator/Human Resources Hille distributed materials to the City Council
including cover letters and resumes for each candidate. Hille also distributed the criteria for
candidate presentations and interview questions. Hille briefed the Council on the interview
process.
The City Council interview the following candidates:
-Daryl Rausch at 5:30 PM.
-Seth Hansen at 7:00 PM.
Upon completion of the interviews, the City Council discussed the candidates at length.
CM Dahl motioned to authorize staff to submit an offer letter to Daryl Rausch for
appointment to the position of Emergency Services Director, seconded by CM Goede. All in
favor, Motion carried 5-0.
The City Council provided direction to staff on authorized compensation, and that if the
negotiations were not completed at the authorized amount, that the City Council would like to
have further discussion.
City Administrator/Finance Director Flaherty noted that if the offer is accepted, that a formal
hiring RCA will be presented for consideration and approval at a future City Council meeting
pending pre-employment screening procedures.

2. Adjourn.
CM Dahl motioned to adjourn at 8:55 PM, seconded by CM Moores. All in favor, Motion
carried 5-0.
