AGENDA ITEM DETAILS RECOMMENDATION: City staff is recommending adoption of a resolution revising the fire service area boundaries map. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? Yes No BACKGROUND/JUSTIFICATION: In March 2018, the City Council commissioned a Response Time Improvement & Fire Service Model. The report from BeaconGIS identified at the time of the study the fire service area boundaries were not optimized for response from the existing primary fire stations serving Otsego. The model used by Beacon GIS has developed a recommendation that fire service area boundaries be adjusted to provide for the closest response time. Upon completion of the report, City staff along with the Fire Chiefs from the Cities of Albertville, Elk River, and Rogers thoroughly reviewed the recommendation from BeaconGIS. This process resulted in a change to the fire service area boundaries, which were adopted by the City Council effective on January 1, 2019. While this change incorporated the majority of the recommendations from the BeaconGIS report, there were a small number of parcels that the City Council agreed to phase in over future years due to the budgetary impact that would have resulted in 2019 due to the different costs between fire service providers. City staff has prepared fire service area boundaries that now fully incorporate the recommendations from the Response Time Improvement & Fire Service Model. In accordance with the City’s Contracts, City staff provided notice to the contractual partners on August 30, 2021 that the City intends to negotiate a change to the fire service area boundaries. The City is proceeding so that the changes may be effective as of January 1, 2022. BUDGET INFORMATION FUNDING: BUDGETED: N/A N/A FIRE SERVICE AREA BOUNDARIES MAP CURRENT (AS OF 1/1/2019)   FIRE SERVICE AREA BOUNDARIES MAP PROPOSED (AS OF 1/1/2022)   1 CITY OF OTSEGO COUNTY OF WRIGHT STATE OF MINNESOTA RESOLUTION NO: 2021-92 APPROVING FIRE SERVICE AREA BOUNDARIES MAP WHEREAS, the City of Otsego in March 2018 commissioned BeaconGIS to complete a Response Time Improvement and Fire Service Model; and WHEREAS, the Response Time Improvement and Fire Service Model was completed and reviewed in detail by the City of Otsego in October 2018; and WHEREAS, the Response Time Improvement and Fire Service Model identified that the current Fire Service Area Boundaries were not optimized for response from the existing primary fire stations serving Otsego; and WHEREAS, based upon the recommendations from the Response Time Improvement and Fire Service Model the Fire Service Area Boundaries were revised by Resolution 2018-75 to be effective January 1, 2019; and WHEREAS, the 2019 Fire Service Area Boundaries incorporated the majority of the recommendations from the Response Time Improvement and Fire Service Model, there were a small number of parcels which remained unchanged as they would have caused significant budgetary impacts; and WHEREAS, the City Council agreed that the remaining parcels would be considered for Fire Service Area Boundary changes in future years to ease the budgetary impacts; and WHEREAS, in accordance with the City’s contracts, the City of Otsego provided notice to the contractual fire service providers on August 30, 2021 that the City intends to negotiate a change to the Fire Service Area Boundaries; and WHEREAS, the proposed Fire Service Area Boundaries now fully incorporate the recommendations from the Response Time Improvement and Fire Service Model; and WHEREAS, the City of Otsego along with the Fire Chiefs from our contractual service providers are in agreement that the proposed Fire Service Area Boundaries will provide the optimal response time to the Otsego community as it currently exists; and WHEREAS, the City Council has met to discuss and review the proposed Fire Service Area Boundaries including the recommendations of the contracted service providers. 2 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA: 1. That the Fire Service Area Boundaries Map as attached hereto as Exhibit A is hereby approved to be effective beginning on January 1, 2022.
