City staff recommends the City Council adopt a resolution accepting bids and awarding contract for the
Street Maintenance Project.

BACKGROUND/JUSTIFICATION:
Bids were opened for the 2021 Street Maintenance Project, City Project No. 20-01 on March 2, 2021.
A total of three bids were received as shown on the attached Bid Tabulation.
The Engineers Estimate presented to council for approval of the plans and specifications was $173,866.35,
which was later revised due to an error in the striping quantities. The revised engineers estimate was
$132,286.35.
The low bid from ASTECH Corporation was in the amount of $90,900.07. Including engineering estimated costs
of 5%, the project cost as bid is $95,445.07, which is within the 2021 CIP budget. City staff recommends
awarding of the contract to the low bidder, ASTECH Corporation. ASTECH has completed Street
Maintenance and Micro -Surfacing Projects within the City of Otsego in the past. The work was completed
to specifications and in a timely manner.

ACCEPTING BIDS AND AWARDING CONTRACT
WHEREAS, pursuant to an advertisement for bids for the construction of 2021 Street Maintenance Project,
City Project No. 21-01, bids were received, opened on March 2, 2021 and tabulated according to law, and
the following bids were received complying with the advertisement; and

WHEREAS, it appears that Asphalt Surface Technologies Corporation of St. Cloud, Minnesota is the lowest
responsible bidder.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OTSEGO, MINNESOTA:
1. The Mayor and City Clerk are hereby authorized and directed to enter into a contract with Asphalt
Surface Technologies Corporation of St. Cloud, Minnesota in the name of the City of Otsego for
2021 Street Maintenance Project, City Project No. 21-01, according to the plans and specifications
therefore approved by the City Council and on file in the office of the City Clerk.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bond
made with their bids, except that the bid bond of the successful bidder and the next lowest bidder
shall be retained until a contract has been signed.
ADOPTED by the Otsego City Council this 8th day of March, 2021.
